I've never seen it go below 35% (In safe mode its around 2-3%). Almost sounds as if the IHS and die are not making full contact. I hope this can be of help.

I have use Thermal Grizzly Conductonaut for my CPU Die and IHS and i test it back then Idle temps like 33c 35c Max Temp like 56c 60c and i have monitor it sometimes no changes found. So my bench temps hit 80C and game-load are 60c-65c.What value are you looking at on hwinfo? Forums. If you're using hwinfo, the softwares is actually telling the cores to boost, as quoted by an amd rep in one of the longer post.When I fire up HWinfo it does jump up to 57-60c, then will come back down to 50-ish c. Temps you see in bios are always higher because bios keeps cpu at constant load voltage while you are setting things up ... maybe it would help if You were to run a Temperature monitor, and a CPU monitor for a 10 minute period, and upload a screenshot of the two, so people could see the Temp & CPU load for themselves?
